EDUCATION REFORM TIMELINE

 Standards


1992 Commission on Student Learning created.

1993 State legislature adopts Education Reform Act establishing common learning goals for all Washington students and charging Commission on Student Learning with development of academic standards, assessment system and accountability recommendations.

1993-1995 Committees comprised primarily of Washington state teachers create standards, or Essential Academic Learning Requirements (EARLs).

1995 Adoption of standards for reading, writing, listening and math.

1996 Adoption of standards for social studies, science, arts and health/fitness.

 Assessment


1995-1998 Teachers oversee development of WASL questions for alignment with the standards and age appropriateness. Citizen committees review WASL questions for fairness and racial and gender biases.

1996 First 4th-grade WASL tests administered voluntarily.

1997 4th-grade WASL tests required.

2000 Students of the class of 2008 take WASL in 4th grade.

2001-2005 Science test scheduled to be phased in.

2004-2008 Social studies, arts and health/fitness tests scheduled to be phased in.

2006 Students of the class of 2008 take 10th-grade WASL for the first time. As part of the state's graduation requirements, this class will be required to meet the reading, writing, math and listening standards as measured by the 10th-grade WASL (thereby earning a Certificate of Mastery).

2006-2008 Class of 2008 scheduled to have opportunities to retake all or portions of the 10th-grade WASL.

2008 Certificate of Mastery will be required for graduation.


 Accountability


1998 Local school boards directed to set 3-year reading improvement goals for 4th-grade students based on WASL scores.

1999 Commission on Student Learning's duties transferred to the Office of the Superintendent of Public Instruction. The Academic Achievement and Accountability Commission (A+ Commission) is created.

2000 A+ Commission established 3-year improvement goals for fourth, seventh and 10th-grade reading and math.
